The Canadian Food Inspection Agency (CFIA) is reminding transporters and importers that as of January 1, 2012, all shipments of feeder and slaughter horses entering Canada from the United States by ground transportation will be required to proceed through designated ports of entry. Shipments will only be accepted during regular CFIA hours of operation.
The CFIA is implementing these new measures to verify that horses are being humanely transported in accordance with the Health of Animals Regulations.
The designated ports of entry have appropriate unloading facilities for horses and are staffed by CFIA veterinarians.
As of January 1, 2012, shipments of feeder and slaughter horses will not be able to enter Canada at other border ports of entry.
The new requirements apply only to feeder and slaughter horses. Imports of other types of horses (for example, riding or breeding horses) and other types of livestock are not affected by this change.
Feeder horse shipments require customs clearance from the Canada Border Services Agency and may be referred to the CFIA for inspection. All shipments must be presented during CFIA regular hours of operation in order to allow for inspection if required.
Slaughter horse shipments require CFIA veterinary inspection at the border. Transporters must arrange an appointment for inspection a minimum of 24 hours before arriving at the port of entry.

Do the CFIA and USDA have a plan in place to deal with horses that are refused entry to Canada? Or will Canada simply allow the kill buyers to dump their horses along the roadside as the USDA and Mexican authorities are doing with those horses turned away at the Mexican border? Please provide documentation as to CFIA and USDA protocol for slaughter and feeder horses that are refused entry to Canada.
I’m sure the CIFA has no authority to stop horses from being dumped on American soil upon refused entry into Canada, but the issue of ill treated transport of slaughter horses wont be hidden and exported from the eyes of the American public in the dead of night. We are no longer an excuse. The USDA will have to tighten its belt too; the American public has already informed Washington how it feels about horse slaughter. With its ill treated horses remaining in its borders perpetrators wont be able to hide their crimes as easily.
Its a long overdue step by CIFA, but welcome..
Explain in detail, please, where does the supply of so called ‘feeder horses’ come from?
Are these the rodeo’s bucking horses, confirmation horses, manufacturing’s mares and foals, or the 35,000 wild American Mustangs which BLM is holding in confinement?

Feeder horses are those that go to a feedlot to be fattened up rather than directly to a slaughter plant.
when pregant mares well along in gestigation period arrive at port of entry along with lame and injured AND THEY WILL ARRIVE how can one be assured they are seperated AT THE BORDER,and do not carry on with others AND how are they returned and in what mode of transport are they returned and most important what INDEPENDANT CONFIRMATION of this is available for the PUBLIC ?
